Writing a needs assessment report documenting the issues you are facing and proposing solutions is the most effective way to address this issue. A well-written needs assessment report helps your department compete for scarce resources in a thoughtful and organized way.

Begin your needs assessment report by documenting problems that your department is facing. Focus on major -- rather than minor -- problems affecting your department's productivity. Failure to service customers in a timely manner or high server down time are serious issues; a waning supply of Post-it notes is not.

Express needs using concrete numbers. To get the best results, it is not enough to state that you need to serve customers faster or have higher server up-time.

List your needs in order to give decision-makers an easy way to refer back to your needs. For a small number of needs, this can be a numbered list; for a larger number, categorize needs as major, moderate or minor.

More complicated problems may require new paths in research and development or major marketing initiatives.

List solutions as you did needs to give decision-makers a quick reference. Conclude with a bibliography listing external sources and appendices of marketing data, or other internal data you referenced in your report.
